Education Prior to Participation

Hi there. I am a local municipality council representative of our town. I like the idea of involving youth in the design of youth-related policy but don't think that our youth is a bit of absent-minded?! How do you expect them to direct policies when all they do is smoking weeds and propagating violence.  I suggest you first think about giving them some basic knowledge and setting their attitude prior to handing them with any kind of responsibility.
